Free Enterprise Committee

The Free Enterprise Committee is a group of Small Business Alliance members dedicated to improving the small business environment.  Their philosophy is that everyone has a right to own and operate an honest business and government should be the last to hinder that right.  The committee strives to bridge gaps between small businesses and our government.  They work tirelessly to improving government policies and processes that impact businesses such as signage, taxes, tenant improvements, certificates of occupancy, use permits, zoning codes, and much more.   

This committee seeks solutions to regulatory problems encountered every day by small business owners.  The efforts of the Free Enterprise Committee save many thousands of dollars for businesses, and they help save many from being forced out of business by the burdens of government red tape and unnecessary regulatory roadblocks.  The Free Enterprise Committee helps small business owners find solutions to seemingly insurmountable problems.

The members of the Free Enterprise Committee also educate government officials about the needs and concerns of small business, and they educate small business owners about new and existing regulations being considered by our government.  These efforts are a key part of proactively improving the regulatory environment for business.  When the government and small business are both aware of the other’s legitimate interest and concerns, the quality of government regulation is markedly improved; the instances where unintended consequences create adverse impact on small business are minimized; and legitimate regulatory concerns are addressed in much more efficient and effective ways.   

The members of the Free Enterprise Committee bring a wide variety of backgrounds and expertise while uniting in their passion to strengthen the small business economy.  You will find no other organization that fights as hard for your business and for your neighbor’s business.

John D. Ulibarri, P.E.

JUD Development Services, Inc.

John has over 25 years of experience in the public and private civil engineering service industry. His design and leadership methodology comes from his experience as a business owner, developer, design consultant and a municipal engineer. John is a 1986 graduate of the University of Arkansas with a Bachelors of Science-Civil Engineering degree and in 1992 received his first professional engineer license. John is currently an entrepreneurial small business owner and founder of several companies: Currently. John is the President and founder of JUD Development Services (2007) and co-founder of Native Nation Sports Authority (2009). His business owner experience started in 1995 and sold as the founder of All-American Consulting Engineers.

Prior to joining the Gilbert Small Business Alliance Free Enterprise committee, John has been an active member of his community:

He currently serves as the Events Committee Vice-Chair for the Arizona Association for Economic Development; and he is a Volunteer and supporter of ‘Save the Family’, a local charitable organization assisting homeless families in the Phoenix area since 2006. He has served as the Secretary on the Board of Director for NNSA Hero Development Organization (a not-for-profit organization); 5 years as a Zoning Board of Appeals director for the City of St. Charles, Illinois; and was on his local church council for 15 years as Chairman, Vice-Chairman, Treasurer and Financial Secretary.

John and his wife Christine were married in 1983 and have three children. John and Christine have been residents of Gilbert since 2004.

Lisa Rigler

Gilbert Small Business Alliance President and Founder. Lisa Rigler has worked for/with and owned small businesses for the majority of her life. Her passion for small business was and continues to be the driving force behind the Small Business Alliance. Her small business expertise have included diverse industries such as; technology, sales, operations, retail and service, commercial and government. She prides herself on being the proudest grandma on the planet. Her biggest accomplishment has been raising 4 amazing and talented children. In her spare time she enjoys hiking, camping, knitting, crocheting, cooking (especially bread), and hanging out with her family.

Aimee Rigler

Gilbert Small Business Alliance Vice-President of Membership and Founder Prior to the Small Business Alliance Ms. Rigler worked in her parent’s retail gift store where she learned the ins, outs, highs, and lows of operating a business. Ms. Rigler is currently a student at ASU’s W.P. Carey School of Business working toward a Bachelors Degree in Business Communication. She is also a graduate of the Objectivist Academic Center, a 4 year program focused on the philosophy of Objectivism. Ms. Rigler favorite movie of all time (or some of the time) is Hitchhiker’s Guide to the Galaxy.

William D. Cleaveland, Esq.

Mr. Cleaveland is an attorney and engineer. At the law firm of William D. Cleaveland PLC, his practice emphasizes commercial litigation and government regulatory matters. He received his Juris Doctor magna cum laude from Arizona State University in 1993 and his Bachelor of Science in Mechanical Engineering from Iowa State University in 1981. He is a registered patent attorney and a Pennsylvania licensed professional engineer. Before practicing law, Mr. Cleaveland designed and built nuclear power plants at numerous sites across the country.

Terry Kirkum

Terry works as a Business Development Manager for Homestead Contracting Services, LLC of Gilbert, AZ. He is a specialist in this area and reports directly to the president of the company. His main duties are to actively research new and repeat projects, establish a working relationship with a potential client, and secure the opportunity to bid for the work. It requires continual prospecting, tracking and the accurate logging of information. This position serves as the point of contact for all bids, inquiries, customer feedback and market research. Terry gathers and reports information daily that helps to drive the growth and success of the company.

Terry is a good communicator, highly disciplined, and maintains a very high attention to detail work ethic. Through his networking efforts he has brought several million dollars of contracts to the company. He builds relationships of trust and confidence very quickly with contractors all over the country. He has over 40 years of Operations Management, Sales and Marketing in several industries. Automobile Manufacturing, Hotel, and Travel have been areas of success for Terry. He is very involved in local organizations for the development of small business and serves on several boards in his community. He has been a GSBA Board member since the beginning, serves on many GSBA, Congress of Neighborhoods, and Town of Gilbert committees.

Terry is married and a father of 4. He is the proud “Papa” to 9 grandchildren. He is an avid outdoorsman, hunting and fishing at every opportunity. Do you want to see his African Trophy room? He is also active with the Arizona elk Society, and other similar conservation groups. Most people are confused when they met his wife, and rarely gain awareness of her true identity.

Involved with Irvine/Newport Chamber, Lions Club, Toastmaster, Church President, and Program Chair with Boy Scouts of America Troop 616, Irvine, CA, currently with GSBA.

Since 13yrs of age I raced sailboats at national level and on selection committee for the world cup dingy racing team.

I grew up in Glendale, CA and graduated UCLA. During the 80's I played guitar in a rock band. After many highs and lows I opened a concert promotion business that booked the Whisky a-go-go, the Roxy Theater and many other venues. Eventually, I moved to Arizona and opened a 1000 seat venue. That venue (in a redevelopment zone) was eventually forced out of business and is now a large school. I opened JET Media to service automobile dealers and liquidators and it had been going strong for 10 years. Along the way I opened a print shop and acquired a substantial portion of a guitar amplifier company. My next goal is to open a guitar shop in Gilbert. I am a

Commissioner for the Heritage District Redevelopment and Chairman of the Community Services Committee TOG.

Business: President of EFM, a Financial Operations Consulting firm for 22 years; 8 years-plus teaching MBA Candidates Finance & Economics @ the UOP Online; Previously, cost accountant, analyst, Controller, CFO at companies like Motorola and Rogers;

Noteworthy: 5th generation Arizonan – grandson of official Smithsonian Museum photographer of Mesa Verde Ruins – wannabe gourmet cook – cook, bake on weekends as stress reliever – in 22 years baked 2500 loafs of bread – Lots of stress. :-)

 

 

     Khyl Powell

 I'm a patriot and I love America. Our freedoms have always been important to me so I wanted a career in law enforcement. After serving a two year mission for the Church of Jesus Christ of Latter-Day Saints I accepted a position with the Federal Bureau of Investigations. Life rarely happens the way we plan. I was uncomfortable with government bureaucracy so I left the FBI and have been self employed ever since. I started a service company in Phoenix Arizona and grew the company to be the sixth largest in the state. I wore every business "hat" possible and employed hundreds of wonderful people.  I manage industrial real estate in the Town of Gilbert and take an active role in the community in helping others.  Providing service to others creates balance in my life and I’m always happy to see others succeed.  I married a wonderful woman who has been my best friend all my life. We have three wonderful children who have given me the best laughter and tears a father could ever wish for. Now I count my grandchildren to be my dividends for all those challenging moments as a parent when you hope you've made the right decisions. I count my family as the greatest blessing God has given me.   I've climbed almost every peak and every valley in the state through thirty five years of scouting trying to teach boys character and to appreciate the wonderful outdoors God has given us in America.   I continue to support the Boy Scouts of America by teaching adult leaders to implement the guidelines of the scouting program.

Gregg Olsen

Gregg Olsen is a native New Yorker, he moved to Gilbert in 1988.  Gregg has a passion for business and has been self-employed his entire life.  In Arizona he has owned businesses both in Tempe and Gilbert from restaurants to construction companies.  Currently he is part owner of Eagle Plumbing and Air Conditioning.  He sits on multiple boards for HOA associations.  He does extensive travelling all over the world and loves it!  Aside from his business activities, Gregg also enjoys riding his motorcycle, seeing a Jimmy Buffet concert, and sipping on a glass of rum on the beach in Mexico.

Justin Wright

California native, Justin Wright grew up working with the family construction and real-estate development business. After enjoying a couple years promoting Christianity in Seoul, Korea, he moved to Utah and married a beautiful Canadian named Jennifer, and subsequently graduated from BYU with a Master’s degree in Accounting. 

 He spent several years at Pricewaterhouse Coopers as a business process consultant, financial auditor, and system controls specialist in high-volume low dollar transactions servicing clients such as Yahoo and eBay.  He then worked as a finance manager at Yahoo for several years and transitioned to the technology department as a senior program manager solving business system problems across the company's global operations. 

 In 2007, he and Jennifer moved to Arizona to be near extended family. Tired of the office seen Justin now runs a pool repair & maintenance business along with a business systems consulting business in Gilbert.  They have five children, who all enjoy water skiing and wake boarding. Justin is an active member of the Gilbert Small Business Alliance in promoting business interests and expansion throughout Gilbert and the East Valley.
